The objective of the contract for Enterprise System Life Cycle Management Support (ELMS) services procurement provides for the performance of information technology (IT) support, IT service support and IT support management services for planning, design, development, testing, implementation, operations and maintenance for FDA's automated systems and business application software that integrate hardware, software, data and communication technologies.
Program The program provides an Agency-wide computing platform for the 21st century that is efficient, effective, scalable, flexible, and reliable that meets the FDA business requirements and enhances the capabilities of FDA’s IT environment, including: technology refreshment plan, increased consistency and standardization, movement toward providing infrastructure as a utility service, develop and implement new standard operational procedures and processes, and people skill-set development and training.
The multiple award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle. It is the Army’s primary source of Information Technology (IT) related services worldwide. The purpose of ITES-2S is to meet the Army’s enterprise infrastructure and infrastructure goals with a full range of innovative, world class information technology support services and solutions at a reasonable price.
Treasury Information Procurement Support TIPSS-4 Services Information Technology Services (ITS) is a multiple award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, with specific support service requirements defined at the task order level. The IRS has many legacy tax systems that any successful offeror must be able to provide maintenance and update services, if successful during task order competitions.
The ITS principal task area shall provide contractor support for design, development, deployment, operations and maintenance of IRS IT Systems; all aspects of systems security such as conducting risk analyses, development of recommendations and implementations, plans for new procedures and changes to existing systems, project management skills and tools for managing, tracking, reporting, transitioning large-scale systems; and for maintaining configuration management controls. The work shall include, but is not limited to the following:
Information Technology (IT) Development: Analysis and Design, Applications Development, Systems Engineering, Certification and Accreditation, Information Technology Infrastructure Library (ITIL), Software Development, System Integration, Test and Evaluation, Training (Knowledge Transfer)

Cybersecurity (CS): Computer Security Awareness and Training, Computer Security Incident Response, Computer Security Planning, Crypto Systems, Digital Signatures, Disaster Recovery, Continuity of Operations, and Contingency Planning, Hot-site and Cold-site Support Services including Hardware and Software, Independent Verification and Validation, Mainframe Automated Information Security Support, Public Key Infrastructure (PKI), Quantitative Risk Analysis of Large Sensitive Systems, Security Certification and Accreditation, Security for Small Systems, Telecommunications, and Client Service, Systems Vulnerability Analysis/Assessment and Risk Assessment, Training (Knowledge Transfer)
